State Department Pauses Diversity Visa Issuance: Interviews Continue but Visas Cannot Be Issued

State Department Pauses Diversity Visa Issuance: Interviews Continue but Visas Cannot Be Issued

The U.S. Department of State announced August 31 that it has paused all Diversity Visa issuances, even though applicants may continue submitting applications and attending scheduled interviews. The new pause follows a court order that had ended an earlier December 2025 DV issuance suspension only days before.

For applicants, the most important distinction is between processing and issuance.

What changed?

State’s guidance says that, as of August 28, the prior December 2025 Diversity Visa pause was no longer operative because of a federal court order in Medani et al. v. Trump et al.

But the department then imposed a new pause effective immediately while it reviews DV screening and vetting procedures.

State says applicants may still:

  • submit DV applications
  • attend visa interviews and
  • receive scheduled appointments.

However, consular officers may not issue Diversity Visas while the new pause remains in effect. State says there are no exceptions under the current guidance.

Are existing visas being revoked?

No.

The department explicitly says the August 31 action does not revoke currently valid Diversity Visas or other visa categories.  That means a person who already possesses a valid visa should not interpret the announcement as automatic cancellation. Admission at a U.S. port of entry remains a separate DHS/CBP determination.

Why did State impose the pause?

The department says it wants to conduct a review of DV screening and vetting after public-safety concerns arising from a violent incident allegedly involving a person who had entered through the DV program.  That is the government’s stated rationale. It does not mean current DV applicants are suspected of wrongdoing.

Why is timing unusually important for DV applicants?

Diversity Visa eligibility is tied to the fiscal year for which an applicant was selected. Unlike many ordinary immigration petitions, unused DV eligibility generally cannot simply be carried indefinitely into a later year.

That makes prolonged issuance pauses potentially significant for selected applicants approaching fiscal-year deadlines. Applicants should therefore continue following their consular instructions unless officially told otherwise. Skipping an interview merely because visa issuance is paused could create additional complications.

What should applicants do?

Continue monitoring Travel.State.Gov and communications from the assigned embassy or consulate. Applicants with time-sensitive DV cases may also wish to obtain qualified immigration counsel, particularly if litigation or fiscal-year deadlines become relevant.
